Innamā (إِنَّمَا) — The Restriction Particle
Summary: إِنَّمَا restricts the predicate exclusively to the subject stated — everything else is implicitly negated. Grammatically, the مَا cancels إِنَّ's effect, leaving the noun after it in its default marfūʿ state.
Structure
إِنَّمَا = إِنَّ + مَا (the kāffah — the blocking مَا)
Normally, إِنَّ pulls the following noun into naṣb (accusative). But when مَا is suffixed, it blocks (kaffat) the grammatical effect of إِنَّ, so the noun remains marfūʿ (nominative):

Meaning: Exclusive Restriction
إِنَّمَا asserts: "Only and nothing but..." — everything other than what is stated is negated or set aside.
Surah Al-Hujuraat 49:15
إِنَّمَا المُؤْمِنُونَ الَّذِينَ آمَنُوا بِاللَّهِ وَرَسُولِهِ ثُمَّ لَمْ يَرْتَابُوا
"The believers are only those who believe in Allah and His Messenger, then have no doubt..."
The use of إِنَّمَا restricts true belief to those who meet this full description — excluding those who merely claim it outwardly.
Why مَا is Called الكافّة
Kaffat (كَفَّتْ) means "it restrained/blocked." This مَا restrains إِنَّ from exercising its grammatical influence on the following noun. The term حرف كافّ (blocking particle) applies to مَا in several similar constructions.

إِنَّ can ONLY be followed by a jumlah ismiyya (nominal sentence).
إِنَّمَا can be followed by EITHER: - A jumlah ismiyya: إِنَّمَا المُؤمِنُونَ إِخوَةٌ - A jumlah fiʿliyya (verbal sentence): إِنَّمَا يَأمُرُكُم بِالسُّوءِ
The Power of إِنَّمَا — Exclusive Restriction
إِنَّمَا does not merely emphasize — it exclusively restricts the predicate to the stated subject. Everything else is implicitly negated:

Quranic Examples
إِنَّمَا الأَعمَالُ بِالنِّيَّات — "Actions are only by intentions." (Ḥadīth, Bukhārī) Only intention determines the validity/acceptance of an action — nothing else.
إِنَّمَا يَعمُرُ مَسَاجِدَ اللَّهِ مَن آمَنَ بِاللَّهِ... — "Only those who believe in Allah... will truly maintain Allah's mosques." (Al-Tawbah 9:18)
إِنَّمَا الصَّدَقَاتُ لِلفُقَرَاء... — "Charity is ONLY for the poor..." (Al-Tawbah 9:60) — only the specified categories; no others.
