Root ع-ق-ل — Intellect and Restraint
The root ع-ق-ل (ʿ-q-l) carries the core meaning of holding, restraining, binding — and by extension intellect, because reason is that which holds you back from irrational impulses.

The Etymological Connection: Intellect as Restraint
Why Does ʿAqala Mean Both 'Understand' and 'Arrest'?
The same root ع-ق-ل gives us both عَقل (intellect) and إِعتَقَلَ (to arrest). The link:
عِقَال = the rope used to tie a camel's leg so it does not run away — it restrains the animal.
By extension: عَقل (intellect/reason) is what restrains a person from acting irrationally and impulsively. Your reason is the rope that keeps you from running off into foolishness.
Compare this with the root ح-ج-ر where حِجر (enclosure) and حِجر (intellect, in some usages) share the same idea: that which contains or blocks access to irrational behavior.
Grammar: Passive Voice in Arrest Context
The Quranic text uses the passive form frequently. For إِعتَقَلَ (Form VIII):
- Active: اِعتَقَلَ الشُّرطِيُّ الصَّحَفِيَّ — The officer arrested the journalist
- Passive (مَجهُول): اُعتُقِلَ الصَّحَفِيُّ — The journalist was arrested (the doer is unstated or unknown)
In the passive form, the first radical takes ḍamma and the second takes kasra: اُعتُقِلَ.
Quranic Occurrence
أَكثَرُهُم لَا يَعقِلُون (Al-Ḥujurāt 49:4) "Most of them lack understanding."
This refers to the Bedouin who called out to the Prophet ﷺ in a loud voice — they had not yet developed the understanding of proper conduct.
